The Rental Assistance Demonstration (RAD) program is an elective program designed by the U.S. Department of Housing and Urban Development (HUD) where Public Housing Authorities (PHAs) have the opportunity to stabilize rent subsidy for low-income housing units and leverage capital from private and other non-federal resources. Stable rental subsidy and new capital funding resources allows PHAs like the Chicago Housing Authority (CHA) to address expensive, long-term capital needs within multifamily buildings more timely, and to prioritize improvements that will preserve both the physical structure and the financial condition of a participating property over a multi-year term.

CHA’s innovative implementation approach to the RAD program is discussed, along with example construction retrofit projects, including lessons learned, performance measures and occupant feedback for completed projects as well as design goals from planned projects that are redefining public housing operations.
